A Community Based Transportation Plan, or CBTP, is a public planning process that centers the voices of community members in identifying local transportation issues and solutions. The Metropolitan Transportation Commission (MTC) launched the CBTP program to focus on Equity Priority Communities (EPCs)—areas with high concentrations of people of color, low-income households, and other historically marginalized groups.
Community-Based Transportation Plans generally include:
Demographic analysis and neighborhood data
Documented results of community outreach strategies
Community-prioritized transportation gaps and barriers
A list of strategies or solutions to address these gaps
Identification of possible funding sources
A list of stakeholders to implement the plan
